Dorset Shake Up

In case you haven’t seen the news, Councils in Dorset are set to merge in ‘the biggest shake-up to local government in more than 40 years’ according to the Dorset Echo. Communities Secretary Sajid Javid has been considering the ‘Future Dorset’ proposals for more than a year which will see the existing nine authorities replaced with two unitary councils for the whole of Dorset:

  • Weymouth and Portland, East Dorset, North Dorset, Purbeck and West Dorset will be replaced by a single unitary authority.
  • Bournemouth, Poole and Christchurch will form a second authority with the new organisation taking effect in April 2019

Have you had your say on the new homes for Purbeck?

Each household should have received a questionnaire through the post entitled ‘NEW HOMES FOR PURBECK have your say’.

Every person is entitled to complete their own questionnaire. Lots of people in each of the affected areas of Purbeck are filling in their own individual questionnaires. The total number of questionnaires is critical in making sure PDC received as wide a range of answers as possible and as many answers as possible.

The next CALM Meeting will be on Thursday 8th February 2018 – at the Rose & Crown & there’s lots to talk about.

As part of the Purbeck Local Plan Review, Purbeck District Council (PDC) is again seeking views on possible new planning policies relating to second homes, affordable homes and sites for new homes.   All households and businesses in Purbeck should have received a special edition of ‘About Purbeck’ in January which contained details of the consultation and the questionnaire. The Council has also arranged an infrastructure drop-in event on Thursday 1 March from 2pm to 5pm in the Council Chamber, Westport House, Wareham. This will provide an opportunity to talk to representatives from organisations responsible for transport, public services and facilities, such as Dorset County Council and the NHS.

More than one council tax payer in your house?

The council have confirmed that the public consultation is not limited to one view per household. Everyone who is a council tax payer is entitled to have their say. New Gov Planning Consultation: Get your views heard

The Dept for Communities & Local Government has published a new 8-week consultation asking for your comments on:

  • Its proposed approach to calculating local housing needs
  • Statement of common ground
  • Planning for a mix of housing needs
  • Neighbourhood planning
  • Approach to viability assessment
  • Planning fees

The housing White Paper, Fixing our Broken Housing Market,  set out proposals to tackle the housing challenge the country faces. It also stated that further consultation on specific issues would follow.

This new consultation therefore seeks views on a number of proposed changes to planning policy and legislation.    This consultation is open to everyone.  The Government are keen to hear from a wide range of interested parties from across the public and private sectors, as well as from the general public.  If you have any question about the consultation please email: planningpolicyconsultation@communities.gsi.gov.uk

CPRE speaks out on housing

A new paper published by the Campaign to Protect Rural England (CPRE) argues that the Government’s continuing failure to prioritise genuine local housing needs over market demand will perpetuate the housing crisis while wasting precious countryside

CPRE’s Needless Demand analyses the current method that councils use to plan for local housing and what is being built as a result. It finds that ‘housing need’ and ‘housing demand’ are being conflated in planning policy, with the result that sheer numbers matter more than type and tenure of housing

‘Needless Demand’ shows how Government could split need and demand, and so tackle the housing crisis more effectively. It calls for clearer definitions of ‘need’ and ‘demand’ to be applied to planning policy, and for councils to apply them to their housing targets and local plans. Dorset Echo: Concerns community will be ‘trashed’ by thousands of new homes

Good coverage In the Press: Dorset Echo 1st Sept 17:  reporting that PPAC CAMPAIGNERS are fighting plans that could pave the way for thousands of new homes to be built in Purbeck and have accused the district council of “failing to engage fully” with local communities and that questions on the Purbeck Local Plan, the blueprint setting out preferred development sites in Purbeck up until 2033, have gone mostly unanswered.

PPAC chairman Peter Bower is quoted:

“Purbeck District Council (PDC) and its officers are not enabling communities and their residents to shape any development activities or consultation. Officers seem hell bent on developing the area without a mandate from our community.”

National planning guidelines, established in a bid to address the current nationwide housing shortage, call for Purbeck to build an additional 3,080 homes over the next 16 years – on top of the 2,520 already identified. The PPAC has protested against these numbers.The district council’s 2016 consultation on the partial review attracted 3,300 comments, highlighting a range of concerns – including worries about possible new housing at Wool, Wareham, Lytchett Minster and Lytchett Matravers.

As Peter Bower said: “Major issues of economic development, population growth, the nature and extent of affordable housing and environmental constraints to development are not being given an adequate hearing. No progress appears to be made on policies for second homes and truly affordable housing. Residents are angry with inappropriate approaches to the area. Purbeck will be trashed unless the area is adequately defended by our councillors.”

CPRE: North Dorset District Council: 5 year land supply

CPRE’s ‘Protecting Dorset’ team has identified that North Dorset District Council no longer has a 5-year housing supply which seemingly provides opportunities for developers to make applications for housing that are contrary to the Local Plan. As CPRE note, this is indeed grave news – and potentially very damaging for our countryside. The Local Plan was carefully prepared following full consultation and took account of economic, social and environmental considerations in determining housing needs and supply. CPRE is also concerned at the effect of changes at North Dorset District Council, which is in the process of moving to Dorchester and merging with other councils. There has been no planning meeting for 3 months and in the last year, 95% of all applications were dealt with by officers, rather than at public planning meetings, which is most unsatisfactory!

PPAC meeting 17/8/17: Chasing council for answers…

There was a PPAC meeting on Thursday 17th August at which lots of actions were noted.

In summary work is ongoing to identify the housing number target for the Local Plan, and in the meantime PPAC are going to question PDC about the cancelling the Partial Review Advisory Group and transferring its functions to the Policy Group. They will also ask PDC for details of the supposed ‘public engagement’ noted on the PDC July council minutes.

Discussions were held about publicity and fundraising. As a result details of how to contribute will be circulated.

PPAC: Innovative action to claim council tax refund!

Members of the PPAC are taking innovative action to get their message over to Mr S Mackenzie, the Chief Executive of PDC, by asking for a refund of the percentage of the Council Tax that they believe has been wasted on a Planning Department which they feel is ‘unfit for purpose’ and ‘continues to ignore the mandate that it was given this time last year’.

Their blog highlights various examples to support this, such as the withdrawal of the local face to face discussion forums and the move to replace them with a ‘random surveys’.

Please note they are not advocating refusing to pay Council Tax – which, as they say, would be illegal and silly.
